Here is the main point that I stressed to beat my traffic ticket. 
  1. F.S. 120.52(1)(a).
“Agency” means “[t]he Governor in the exercise of all executive powers other than those derived from the constitution.” 2009 to present date, F.S. 120.52 (1) [1](1)  "… the following officers or governmental entities if acting pursuant to powers other than those derived from the constitution:”

The amendments are intended to clarify and simplify existing law and are intended to be consistent with judicial interpretations of that statute."

Florida Constitution Article II, Section 3:
SECTION 3. Branches of government.—The powers of the state government shall be divided into legislative, executive and judicial branches. No person belonging to one branch shall exercise any powers appertaining to either of the other branches unless expressly provided herein.

Fraud in its elementary common law sense of deceit-and this is one of the meanings that fraud bears [483 U.S. 372] in the statute. See United States v. Dial, 757 F.2d 163, 168 (7th Cir1985) includes the deliberate concealment of material information in a setting of fiduciary obligation. A public official is a fiduciary toward the public, including, in the case of a judge, the litigants who appear before him and if he deliberately conceals material information from them, he is guilty of fraud. McNally v United States 483 U.S. 350 (1987)
 If that police officer came to court I would asked him, what activity was I involved in that authorized you to assert powers not authorized by the Constitution?
If he is representing The Department of Highway Safety and Motor Vehicles, which is a Florida administrative agency which is defined as the governor exercising powers other than those derived from the Constitution, then the police officer is under a presumption that I am involved in some commercial activity.
IF WE JUST HELP ENOUGH PEOPLE GET WANT THEY WANT IN LIFE, WE WILL GET EVERYTHING WE WANT!
