Here it is October 7, 2020. Yesterday I received a letter from the IRS that says:

“We previously sent you a letter about your inquiry received Jan. 07, 2020. … We need more time to provide you with a complete response to your inquiry.”

The previously sent letter, was the letter notifying me that I have been determined to be uncollectable.

The year in question is 1,999.  They have had 21 years to prepare a response.  What is a man to do when he offers to pay upon a clear explanation of how the tax laws operate?
