I thought DC was already a state?

I am totally confused. Congress wants to vote in the District of Columbia as a state. Yet agents of the Internal Revenue Service want you to believe that the District of Columbia is already a state.

See 26 USC §7701 (a)(10)

The term “State” shall be construed to include the District of Columbia, where such construction is necessary to carry out provisions of this title.
