Anytime the IRS came after me I have always relied on two very basic concepts, which are
Conditional Acceptance and Proof of claim such as, but not limited to Delegation of Authority and Territorial Jurisdiction.
In keeping with my personal theme that I adopted from Zig Ziglar and Right Way Law many years ago "Arguments are for Fools".
I have created from a plagiarized sample a very strong affidavit to prove that I am not a US person without one argument. Nowhere do I ever claim that I am not a US citizen, but on the other hand what fact or evidence that is in your procession that I am a US citizen.
REMEMBER: One who makes a claim, has the burden of proof.

Conscription
Compulsory enrollment and induction into the
military service. Conscription is commonly known as the draft, but the concepts has a small difference, but are not the same. Conscription is the compulsory induction of individuals into the Armed Services, whereas the draft is the procedure by which individuals are chosen for conscription. Men within a certain age group must register with the Selective Service for possible conscription, but conscription itself was suspended in 1973.
USUFRUCT, civil law.
The right of enjoying a thing, the property of which is vested in another, and to draw from the same all the profit, utility and advantage which it may produce, provided it be without altering the substance of the thing.
2. The obligation of not altering the substance of the thing, however, takes place only in the case of a complete usufruct.
3. Usufructs are of two kinds; perfect and imperfect. Perfect usufruct, which is of things which the usufructuary can enjoy without altering their substance, though their substance may be diminished or deteriorated naturally by time or by
